About the Golden State Pooled Trust

The Golden State Pooled Trust (GSPT) is a type of special needs trust established by the North Bay Housing Coalition (NBHC) to support persons with disabilities in California. GSPT assists in preserving resources, protecting public benefits, and providing choices for individuals with disabilities in order to enhance their quality of life.

GSPT is open to all persons with disabilities in California, regardless of disability type. In addition to pooled trust services, GSPT also provides support and advocacy through education for families, attorneys, and other service providers. Whether you are a family seeking a qualified attorney, an attorney seeking direction for your client, or a service provider looking for answers regarding special needs trusts, we are here to help you find answers.

Stephen W. Dale, Esq., LL.M, Trustee 
Stephen oversees the day-to-day operations of GSPT, reviews and authorizes disbursements, and directs investments under the supervision of True Link Financial Advisors. In addition, Stephen coordinates GSPT’s educational component and advises referring attorneys in counseling their clients.

Shelley Sunseri, Account Administrator
Shelley oversees the onboarding of new clients and prepares related trust documents to assist beneficiaries and their advisors interested in joining GSPT.  In addition, she reviews and approves distribution requests, coordinates distributions for each individual account, oversees the daily account activities and provides support to all departments of GSPT.

Susy Zaragoza, Beneficiary Support for GSPT
Susy provides support to the GSPT team and beneficiaries, assists with the uploading of distribution requests for approval and new client intakes.

Theresa A. Dale, JD,  Program Administrator for GSPT
Terri oversees the administration of billing, budgeting and compliance with policies and procedures.
